EXPLANATION:

 

This emergency special action opens a 72-hour opportunity  for Federally  qualified  subsistence users to harvest  Chinook and Chum salmon on Federal  public waters of the Kuskokwim  River   and tributaries, except those tributaries previously closed including the Eek, Kwethluk, Kasigluk , Kisaralik,  Tuluksak   and Aniak  Rivers  (3-KS-03-16).   During this opportunity,  Federally qualified  subsistence users may fish from  12:01p.m. (noon) June 21, 2016, until  11:59 a.m.   (noon) June 24, 2016 using set and drift gillnets with 6-inch or less stretched mesh and not exceeding 45 meshes in depth.  From the Yukon Delta National  Wildlife Refuge (Refuge)   boundary at Kuskokwim River mouth upstream to Johnson River mouth, nets must be no longer  than 300 feet (50 fathoms)  in length.  From Johnson River mouth upstream  to a line downstream  of Kalskag at the south edge of Uknavik  slough and then due east to the edge of the bluff line,     nets must be no longer than  150 feet (25 fathoms)  in  length.

This emergency special action re-opens opportunity for Federally qualified subsistence users to harvest Chinook and Chum salmon on the section of Federal public waters of the main-stem and salmon tributaries of the Kuskokwim River from a line downstream of Kalskag at the south edge ofUknavik Slough and then due east to the edge of the bluff line to the Yukon Delta National Wildlife Refuge (Refuge) boundary at Aniak. Tributaries previously closed by Special Action 3- KS-03-16, including the Eek, Kwethluk, Kasigluk, Kisaralik, Tuluksak, and Aniak rivers remain closed. The opportunity will remain open until closed by subsequent Federal special action.

District 4 Subsistence Fishing Schedule

Districts Affected: Upper Yukon Area

The preseason outlook for Chinook salmon is for a run size similar to last year of 130,000 to 175,000 fish. A precautionary management approach is being taken to restrict the harvest of Chinook salmon until inseason assessment indicates that escapement goals will be met and a reduced subsistence harvest can be supported. The department closed subsistence gillnet fishing in the Northern Portion of the Coastal District, Districts 1–3, and Subdistrict 4-A Lower to protect the early trickle and the first pulse of Chinook salmon. Districts 1–3 and Subdistrict 4-A were then reopened with selective gear types to target summer chum salmon. Fishermen using selective gear are required to release all Chinook salmon alive immediately.

Summer Update # 3, Yukon Area Salmon Fishery

Assessment

The 2016 salmon season is underway on the Yukon River. Based on above average temperatures and early ice out, the Chinook salmon run is predicted to be early this year. While we have encountered Chinook salmon early this season, it still remains to be seen if the run will come in early or if it will track closer to average like it did in 2015.  The first summer chum and Chinook salmon were caught in the Lower Yukon Test Fishery (LYTF) on May 22 and May 24, respectively. Catch per Unit Effort (CPUE) at the LYTF set gillnet sites is matching up well with Chinook salmon passage at the sonar near Pilot Station indicating that our test fishery is operating well. Catch rates have been relatively low for both Chinook and summer chum salmon in the LYTF; however, the early trickle of Chinook salmon passed by the sonar near Pilot Station in strong numbers relative to the early fish observed during previous years.  Chinook and summer chum salmon passage estimates are also beginning to build at the sonar near Pilot Station.  Based on historical migration timing, the first summer chum salmon should be between Grayling and Kaltag and the first Chinook salmon should be approaching Koyukuk.

The department would like to extend gratitude to the lower Yukon River subsistence fishermen who have shared harvest information. These reports are instrumental in directing management actions during the early part of the season. The department is reminding fishermen to track their harvest on their subsistence calendars and encourages them to continue calling the ADF&G office to provide harvest reports.
