OIA Announces $425,000 in Grants to Guam for Upgrading Procurement Systems and Human Resources Training

WASHINGTON – Assistant Secretary of the Interior for Insular Areas Tony Babauta today announced $425,000 in grants to the Guam Department of Administration for upgrades to the Government of Guam’s Procurement System and training for the Human Resources Division.

“These grants provide sufficient resources to acquire the necessary equipment and training for human resource employees,” Babauta said.  “Providing the adequate training for the Human Resources Division will help ensure compliance with local and federal mandates as it relates to public employment.”

The Guam Department of Administration received a grant for $275,000 under the Maintenance Assistant Program to provide upgrades to the existing Procurement System.  These upgrades will improve the daily operations of automated quotation requests via E-mail or online to the vendor and the capturing of documents relating to purchase orders.

The Guam Department of Administration also received a grant for $150,000 to provide Equal Employment Opportunity (EEO) training and Advanced Hay Evaluation training for Human Resources Employees.  The Government of Guam is currently without a dedicated full time employee to handle EEO issues and this funding would fulfill the mandates of the Guam Code.  The Advanced Hay Evaluation would provide additional knowledge analyzing organizational structure, compensation management and human resources development to promote efficiency and quality within the Human Resources Division.  In addition, the Hay Group Seminar will provide Continuing Education Units, which incentivizes employees to develop their human resources skills.
