Audit and Internal Controls Division

The Audit and Internal Controls Division provides enterprise-wide leadership and oversight of the Departments audit management and internal control framework. The division is responsible for ensuring the Department maintains a strong system of internal controls, effectively managing audit activities, donations for the department and addressing audit findings in a timely and sustainable manner. This division plays a critical role in promoting accountability, transparency, and compliance with federal statutes and guidance, including the CFO Act, Federal Financial Management Improvement (FMFIA) Act, OMB Circular A-123, the Payment Integrity Information Act (PIIA) and the Government Accountability Office. Through integrated audit oversight and internal control governance, the Division strengthens risk management practices, enhances fraud prevention and supports audit readiness across the Department.


Structure and Responsibilities

The Audit and Internal Controls Division is comprised of four branches:

Audit Oversight

  • Responsible for oversight and coordination of all internal and external audit activities for the Department.
  • Oversees the Department’s conference spending management.

Audit Coordination

  • Responsible for coordinating Program/Bureau level audit activities across the Department.

Internal Control Oversight 

  • Provides strategic leadership in strengthening the Department’s accountability framework.
  • Provides independent oversight of internal controls, financial and operational risk management practices, and fraud risk management.
  • Serves as the primary liaison with external oversight and enforcement bodies on fraud-related matters.

Functional Risk and Control

  • Responsible for the development and implementation of the Department’s internal controls at the operational level.
