The Office of Human Capital (OHC) serves as a shared service and the Department’s premier human capital partner, leading strategic human resource planning and managing HR policy and operations across the Department. OHC provides the lifecycle of HR services to support the Department’s mission and ensure the recruitment, development, and retention of top talent. The Office of Human Capital has two Directorates – OHC Policy and Programs and OHC Operations.
