Cynthia D. Snooks-Key, is the Chief of Staff for the Office of Financial Management (PFM). As the Chief of Staff, Cynthia plans and directs all administrative, financial, and operational activities for the Deputy Chief Financial Officer and Director of PFM. Organizes and prioritizes critical issues and required information to facilitate efficient decision making to ensure the smooth operation of PFM. 

Mrs. Snooks-Key brings 23 years of Federal service in areas of accounting, financial management and budgeting. She also brings 15 years to include, State service, County service, and Non-Profit organizations in areas of auditing, bookkeeping and legal assistance. 

Mrs. Snooks-Key arrives to PFM from the Office of Personnel Management (OPM) where she served in the capacity of Assistant to the Associate Chief Financial Officer. As the lead and the coordinator of the Agency Financial Report (AFR), Agreed Upon Procedures (AUPs), Legal Representative Letter (LRL) schedule and Benefits Administrative Letters (BALs), she was also a member of the Policy Team. She coordinated the preparation of the Civil Service Retirement and Disability Fund (CSRD) guide, the Federal Employee Health Benefit Plan (FEHBP) guide, the Federal Employee Group Life Insurance (FEGLI) guide and served as the Contracting Officer Representative (COR). 

Prior to joining OPM, Cynthia Snooks-Key worked for the Department of Justice, Federal Bureau of Prisons (Budget and Fiscal Specialist and Accounting Technician) and the New Jersey National Guard, serving 21 ½ years, retiring as a Staff Sergeant, (received the Air Reserve Forces Meritorious Service Medal, and the Army Achievement Medal.) The span of Mrs. Snooks-Key career has provided work experience in accounting, financial management, account reconciliations, reporting, analysis, implementing accountability measures, budget, and leadership of complex sensitive programs, she judicious and organized. 

A native of Trenton, New Jersey and current resident of Prince George’s County, Maryland, Mrs. Snooks-Key holds a Master of Business Administration, with a concentration in Accounting (American Military University) graduated Magna Cum Laude, a Bachelor of Science degree in Paralegal Studies (College of Professional Studies), Accounting Certificate (Prince George’s Community College), Personnel Apprentice Certificate (United States Air Force) and an Administrative Specialist Certificate (United States Army). 

Cynthia is married and has three daughters and two grandchildren.
