National Security Division

Niel Hernandez
Assistant Director -  National Security Division

The National Security Division is responsible for leading, representing, formulating policy, and ensuring Departmental compliance in the following areas:

Departmental National Monuments and Icons Sector (NM&I) Program: The Department, under direction of Presidential Policy Directive 21 (PPD-21), is designated as the Sector Specific Agency (SSA) for NM&I’s and is the focal point for all coordination with the Department of Homeland Security (DHS). This coordination includes policy development, review, and concurrence with DHS policies and procedures affecting the NMI’s. OLES also represents the Department at the DHS Federal Senior Leadership Council and the White House National Security Staff’s Interagency Policy Committee regarding PPD-21 issues.

Department Physical Security Priorities: The OLES is the main point of contact for all Departmental security issues and concerns.

OLES Security Division/ Personnel Security: Provide advice, guidance, leadership and oversight over DOI’s Personnel Security functions.

Classified National Security Information Program -- responsible for the implementation of DOI’s national security information program on behalf of the Department’s senior agency official (SAO).  Service as the principal advisor and representative to the SAO in all matters pertaining to activity information, classified information systems, physical and industrial security functions to ensure that the information security program is executed as required.

Industrial Security Program (ISP) – oversee and administer the ISP on behalf of the SAO and ensure compliance with applicable acquisition and security policy, regulations, and instructions for the safeguarding of classified or CUI.  Ensure that embedded and/or integrated contractors performing on classified contracts are incorporated into the supporting security program.

Sensitive Compartmented Information (SCI) Program -- supervise the operation of the special security office and administer the SCI security program to include SCI security oversight for other SCIFs under the organization’s security cognizance.  Perform all aspects of the SCI Personnel Security program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests and conduct SCI security briefings; perform other related personnel security actions.

Cognizant Security Authority:  The Information Security Oversight Office (ISOO) has oversight of the National Security Information and the Industrial Security programs – in the ISOO office reports all classification actions to the President annual.  Without these services, ISOO would report the Department as failing to protect classified information in the interest of national security.   Additionally, the SCI program is linked to the NSI program because the program manager oversees the security of the SCIF and classified information within the SCIF.

Special Security Officer (SSO) -- manages the day-to-day operation of the special security office and administer the SCI security program to include SCIF security.  Perform all aspects of the SCI Personnel Security program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; and perform other related personnel security actions.
