Federal Orphaned Wells Program

The Federal Orphaned Wells Program, overseen by the Orphaned Wells Program Office, is a multiagency effort to inventory, assess, and address the risks posed by orphaned well located on Federal lands. Eligible bureaus are the Bureau of Land Management, National Parks Service, U.S. Fish and Wildlife Service, Bureau of Safety and Environmental Enforcement, and the U.S. Forest Service. Contractors—e.g., oil and gas service companies—typically perform the work, and Federal agencies may engage with States to coordinate the plugging and remediation work on federally funded projects.
