Federal Subsistence Board Acts on Emergency Wildlife Special Action Request WSA25-04 Regarding Moose in Unit 13C

The Federal Subsistence Board (Board) voted to reject Emergency Wildlife Special Action Request WSA25-04. 

WSA25-04, submitted by a member of the public, requested closure to federal public lands in Unit 13C to moose hunting by non-federally qualified users for the 2025/26 regulatory year.  The submitted request can be viewed at www.doi.gov/subsistence/pending-special-actions.

The Board stated there are no imminent conservation concerns for moose in Unit 13C or threats to the continuation of their subsistence uses that would necessitate a closure for this season.  The Board recognized the small amount of federal public lands in Unit 13C may be important for rural residents but felt that more evidence was needed to justify the requested restriction.  The Board also noted that multiple wildlife proposals regarding moose in Unit 13 are currently undergoing the full regulatory process and may address the proponent’s concerns as well as allow for input by all user groups.

    Federal Subsistence Regulations Updated to Reflect Office Transfer

    The Office of Subsistence Management announced a change today in how federal subsistence regulations are organized. The rules have been moved from one part of the federal code (50 CFR part 100) to a new location (43 CFR part 51) to reflect an administrative change in the federal government.

    Federal Subsistence Regulations Published in the Federal Register

    The Office of Subsistence Management published a final rule codifying the Federal subsistence regulation amendments made by the Federal Subsistence Board (Board) in February 2025 (90 FR 34152). The rule primarily amends Federal regulations for the take of fish and shellfish for the 2025-2027 regulatory period. This rule also removes the Ketchikan Area from the list of nonrural areas, updates the regulations for the subsistence taking of caribou in Units 11, 12 and 13, and corrects an error from a recent final rule regarding the take of wolf and wolverine in Unit 17.
