Chapter 9: OFFICES UNDER THE ASSISTANT SECRETARY - INDIAN AFFAIRS, DEPUTY ASSISTANT SECRETARY FOR MANAGEMENT (2)

This Departmental Manual release updates the functional descriptions in 110 DM 8 - Office of the Assistant Secretary - Indian Affairs (A/S - IA) and 130 DM 2, 3, 4, 5, 6, 7, 8, 9, and 10 - Bureau of Indian Affairs (BIA).  The updates document the reorganization and realignment of selected functions and offices within the Office of the Assistant Secretary and the bureau.  The updates also incorporate the changes authorized in Secretary=s Order (SO) 3260, dated April 14, 2005.  Highlights of the changes include:  A. A new Office of Indian Energy and Economic Development under the Deputy Assistant Secretary - Policy and Economic Development that includes:    (1) The Division of Energy and Mineral Development (formerly the Division of Energy and Mineral Resources Management) transferred from the BIA Office of the Deputy Director - Trust Services (130 DM 7) to the Office of the A/S - IA by SO 3260. (2) The Division of Economic Development (formerly the Division of Energy Development Policy) established by SO 3260. (3) The Division of Workforce Development (realigned from the Office of Self-Governance and Self Determination).  All vocational training and employment assistance activities are realigned in this division. (4) The Division of Capital Investment (formerly the Division of Credit in the BIA Office of the Deputy Director - Tribal Services - 130 DM 5).  B. The Office of Indian Gaming Management is retitled the Office of Indian Gaming to clarify that the Deputy Assistant Secretary - Policy and Economic Development is responsible for the regulation of Indian Gaming and not Indian Gaming Management.  C. The Office of Self Governance and Self Determination is retitled the Office of Self Governance.  The self-determination function is realigned in a new Division of Self Determination in the Office of the Deputy Director - Indian Services.  D.          The Office of Human Resources is retitled the Office of Human Capital Management.  E.           The Office of Management Support Services is retitled the office of Facilities, Environmental, and Cultural Resources. F. The Office of the Deputy Director - Tribal Services, is restructured and retitled the Office of the Deputy Director - Indian Services.  (130 DM 5) G. The alcohol and substance abuse prevention program (formerly in the Office of the Deputy Director - Tribal Services) is abolished.  These services are available through the Indian Health Service.  H. The Office of the Deputy Director - Law Enforcement Services (130 DM 4) is retitled the Office of the Deputy Director - Justice Services.  The Tribal Courts function formerly in the Division of Tribal Government Services is realigned to a new Division of Tribal Justice Support.  I. References to the Office of Indian Education Programs are removed from 130 DM 2.   J. Bureau of Indian Affairs office titles are updated in 130 DM 3. K. References to the Office of Tribal Services are changed to Indian Services in 130 DM 6 L. The Office of Indian Education Programs (130 DM 8) is reorganized and retitled the Bureau of Indian Education.  M.          The Divisions of Budget Execution and Budget Formulation under the Office of Budget Management (130 DM 9) are retitled and restructured along major program areas in the Indian Affairs organizations. N. The title for the Chief Information Officer is corrected.  (Formerly referred to as Information Resources Management in 130 DM 10)
