This chapter is revised to reflect the revised Guidelines of the Council on Environmental Quality (April 23, 1971), the revised procedures of the Office of Management and Budget (Bulletin 72-6, September 14, 1971), in the review of environmental statements prepared by other Federal agencies in accordance with the provisions of Section 102(2)(C) of the National Environmental Policy Act of 1969 (P.L. 91-190).  Environmental statements prepared by other Federal agencies will be received, distributed, and controlled by the Assistant Secretary - Program Policy, reviewed by bureaus and offices, and transmitted to the requesting agency and the Council on Environmental Quality by the Assistant Secretary - Program Policy, or, if he so designates, by the Field Representative.  The release clarifies the responsibilities of Departmental officials, the types of reviews, the content of review comments, the public availability of review comments, and procedures for processing environmental statement reviews.
