This Departmental Manual Release updates Part 441 Chapters 1 - 8 (Personnel Security and Suitability Program).  The standards and practices established in 441 DM are derived from guidance issued by OPM and in relation to HSPD-12 by the General Services Administration, Office of Management and Budget, and the National Institute of Standards and Technology.  The policies and procedures in Part 441 serve to identify and clarify those standards considered necessary to ensure Departmental compliance.  The major revisions to each chapter are highlighted below:

Chapter 1 - A clarification and update to general information (i.e., updated authorities applicable to the subject matter - e.g., referencing HSPD-12, etc.)

Chapter 2 - A clarification and update to various DOI component responsibilities.

Chapter 3 - A clarification and update to the position risk sensitivity designation process. 

Chapter 4 - A clarification, expansion, and update to the background investigation requirement formerly embedded (improperly) in Chapter 3.

Chapter 5 - A clarification and update to adjudicative and due process related procedures and criteria, including optional but recommended procedural enhancements for the associated aspects of personnel security and suitability screening and interviewing function.

Chapter 6 - A clarification, enhancement, and update to National Security Clearance related functions and procedures.

Chapter 7 - A clarification, enhancement, and update to briefing, education and training related aspects, functions, and procedures.

Chapter 8 - A clarification, enhancement, and update to program administration specifications and requirement related aspects, functions, and procedures.
