This Departmental Manual Release includes minor technical updates to the DM. There are no changes to CADR’s mission, functions, or organization. The edits reflect four minor updates: • Added the word “training” in 112 DM 21, Section 21.1 to make explicit CADR’s role in training across the Department; • Added the word “ombuds” to the existing list of neutral third-party Alternative Dispute Resolution (ADR) practitioners in 112 DM 21, Section 21.3.D. CADR’s ombuds program, (initiated in early FY 2017) did not exist when the current version of the DM was published and now constitutes an important tool in CADR’s support to DOI and all bureaus in ADR and conflict management; • Added the Office of Management and Budget/Council on Environmental Quality memorandum on the use of Environmental Collaboration and Conflict Resolution (ECCR) to the Authorities section at 112 DM 21, Section 21.2.J., replacing an outdated directive, to reflect CADR’s important and ongoing role in leading implementation of this directive throughout DOI and the bureaus; and, • Updated the office title for Deputy Assistant Secretary - Administrative Services under the Assistant Secretary - Policy, Management and Budget in 112 DM, Section 21.4, reflecting a recent change to the name of the organization.
