The Department's guidance for developing and conducting prize challenges pursuant to the America COMPETES Reauthorization Act of 2010 was first issued on April 3rd, 2015. This guidance is currently being revised to reflect provisions of the American Innovation and Competitiveness Act, signed in 2017.  The original guidance memorandum from Principal Deputy Assistant Secretary-Policy Management and Budget, includes:

NOTE:  While the guidelines are being updated to conform with the enacted changes, in the interim, bureaus can avail themselves of procedural simplifications afforded under the amendments. Notably, competitions can now be announced via a publicly accessible government website rather than a Federal Register notice.

This guidance is complemented by government-wide guidance and requirements issued by the Executive Office of the President via the Office of Management Budget (OMB) and the Office of Science & Technology Policy (OSTP).
