Provided for under the Compact of Free Association, as amended, or U.S. Public Law 108-188, mandatory Compact Impact funding is made available to each of the affected jurisdictions to help defray costs associated with increased demands placed on health, education, and social services, or infrastructure related to such services provided to individuals who have migrated from the freely associated states. The discretionary funds are made available each year at the discretion of Congress. A total of $34 million in Compact Impact funds for fiscal year (FY) 2021 was assigned to each jurisdiction. Under current law, U.S. Public Law 108-188, mandatory Compact Impact funding provided to the affected jurisdictions ends in fiscal year 2023.
