This Departmental Manual Release updates 112 DM 15 – Organization – Office of Human Resources.  The changes include the following:         A.  Realigning the reporting structure of the Office of Human Resources from the Deputy Chief Human Capital Officer to the Deputy Assistant Secretary – Human Capital and Diversity (formerly the Deputy Assistant Secretary – Human Capital, Performance, and Partnerships).  The realignment and the Deputy Assistant Secretary title changes are authorized in Secretary’s Order 3295, dated January 7, 2010;           B.  Adding three new divisions:  (1)  Human Resources Systems Division, headed by an Assistant Director; (2)  Veterans and Disabled Employment Division, headed by a Division Chief.  This Division will enable focused response to important Administration and Secretarial priorities for hiring military veterans into employment opportunities throughout the Department; and  (3)  Accountability Division, headed by a Division Chief.  The Division provides guidance and oversight for the Department’s accountability program. C.  Renaming the Talent and Retention Division to Talent and Retention Programs Division; and  D.  Renaming the Fire and Law Enforcement Retirement Team (FLERT) to the Servicing OWCP, Accountability and Retirement (SOAR) Team.  SOAR was renamed to reflect changes in its responsibilities, including adding the responsibility for Workers Compensation and accountability functions.
