Chapter 1: Office of the Assistant Secretary - PMB and Chief Financial Officer (3)

Manualizes some of the provisions of Secretary's Order #3195, including:  abolishing the Offices of Construction Management, Enforcement and Security Management, Hazard and Fire Programs Coordination, and Occupational Safety and Health (these functions were incorporated into a new Office of Managing Risk and Public Safety.); abolishing the Div. of Personnel Services (now provided by another organization); abolishing the Drug Program Coordination Staff (operations transferred to the Interior Service Center and drug policy transferred to the Office of Personnel Policy).  In addition, changes the title of Deputy Assistant Secretary - Policy to Deputy Assistant Secretary - Policy and International Affairs and changes the title of Office of Personnel to the Office of Personnel Policy.
