Director of Business Operations Division
Richard Cardinale joined the OCIO as Business Operations Division Director in December 2017.
Mr. Cardinale previously served in DOI’s Office of the Assistant Secretary for Land and Minerals Management as the Chief of Staff. In this role, he worked closely with BLM, Bureau of Ocean Energy Management (BOEM), Bureau of Safety and Environmental Enforcement (BSEE), and Office of Surface Mining Reclamation and Enforcement (OSMRE) senior leadership to advance the Secretary’s and Assistant Secretary’s policy and operational objectives. He has also advised on a wide variety of matters, including ethics, personnel, Departmental operations, and crisis response.
Mr. Cardinale began his federal career in 1997 in DOI’s Office of Congressional and Legislative Affairs (OCL), where he served as a staff attorney, subsequently becoming Assistant Legislative Counsel. In addition to ensuring the smooth operation of the OCL, he handled the legislative and congressional oversight portfolios for two bureaus under the jurisdiction of the ASLM.
A graduate of Williams College and Wake Forest University Law School, Mr. Cardinale served as a law clerk in the Rhode Island Supreme Court’s Clerk Pool, providing legal support at the District, Superior, and Family Court levels. From 1988 until 1997, he worked as an attorney in a general civil practice located in Northern Virginia, where his responsibilities included real estate development, transactional work, and estate planning.
