The Movement of Watercraft

Section 4(d) of E.O. 13112 calls for NISC to “develop, in consultation with the Council on Environmental Quality (CEQ), guidance to Federal agencies pursuant to the National Environmental Policy Act (NEPA) on prevention and control of invasive species, including the procurement, use, and maintenance of native species as they affect invasive species.”

MP Action 4.1: In keeping with NEPA requirements, develop a general introductory document and associated annexes that provide effective guidance for the prevention, eradication, and control of invasive species, as well as the restoration of impacted habitats. Each annex will provide guidance on a specific aspect of the invasive species issue. The first annexes are to be developed within the scope of this NISC Management Plan, but annexes may be added as needs dictate and resources permit. The initial annexes include: 

Action 4.1.1: Use of native seed/plants in habitat restoration;

Action 4.1.2: Movement of watercraft among water bodies; and

Action 4.1.3: Reducing the risk of biological invasion via managed relocation.

The NISC Secretariat is currently drafting a NEPA Guide for Invasive Species Practitioners and coordinating a task team under the Invasive Species Advisory Committee to develop recommendations for reducing the risk of biological invasion via the movement of watercraft among waterbodies.
