Quan Boatman has recently joined the Interior Business Center as Deputy Director. Quan brings a breadth of leadership experience to IBC and a record of accomplishments in the federal and private sectors, state government and non-profit organizations.
As Deputy Director, Quan serves as IBC’s Chief Operating Officer and Chief Risk Officer to ensure effective planning and management of IBC services, operations, and resources. Quan is responsible for guiding IBC’s strategy, risk, and performance management functions while supporting IBC’s three lines of business: acquisition services, financial management, and human resources.
Prior to the IBC, Quan held various leadership roles with the U.S. General Services Administration’s Federal Acquisition Service. Quan began her federal career as a Team Lead at the U. S. Department of Homeland Security, Federal Emergency Management Agency, Office of the Chief Procurement Officer. In 2013, Quan was selected for a detail assignment with the Executive Office of the President, Office of Management and Budget as a policy analyst with the Office of Federal Procurement Policy.
Before the federal government, Quan worked for the private sector, state government, and non-profit organizations and held various professional positions. Quan holds a Master of Business Administration from Strayer University, a Bachelor of Science in Psychology from Virginia Tech, and is a certified Project Management Professional (PMP®).
