A rugged, whitewater river flowing northward through deep canyons, the New River is among the oldest rivers on the continent. New River Gorge National River in West Virginia encompasses over 70,000 acres of land along the New River, is rich in cultural and natural history, and offers an abundance of scenic and recreational opportunities.
Secretarial order 3288, signed by Secretary Ken Salazar on August 31, 2009, directs each bureau head to employ a full-time Deputy Ethics Counselor (DEC) to establish and manage ethics programs in each bureau. The order directs supervisors and managers to work with their bureau DECs to adopt practices and procedures to assure appropriate controls are in place, including recusals, to avoid conflicts of interest.
Bureau heads are the ethics official for their organizations and are responsible for creating and nurturing an ethical culture in the bureau. The DECs are an integral part of achieving this goal, providing training and advice and counsel to bureau employees on all ethical matters. In addition, DECs manage each bureau's financial disclosure report process, including reviewing and certifying financial disclosure reports.
