FITARA Implementation Plan

On August 15, 2016, Secretary Jewell issued Secretarial Order 3340, Strengthening and Securing Information Management and Technology at the Department of the Interior, which directs necessary management changes to comply with requirements of the Federal Information Technology Acquisition Reform Act (FITARA). DOI is in the process of implementing the Office of Management and Budget’s (OMB) FITARA Common Baseline.

The Common Baseline provides guidance on the Chief Information Officer’s and other Senior Agency Officials' roles and responsibilities for the management of IT. The following principles are core to the Common Baseline:

  • Strengthening the role of the Chief Information Officer 
  • Providing transparency on the management and governance of IT resources across DOI and its programs

In support of this effort, DOI established a FITARA Implementation Team to guide the implementation of the FITARA Common Baseline standards throughout DOI. The team is comprised of these key officials: 

  • Chief Information Officer
  • Chief of Staff for the Office of Policy, Management and Budget
  • Deputy Assistant Secretary - Budget, Finance, Performance and Acquisition 
  • Deputy Assistant Secretary - Human Capital and Diversity / Chief Human Capital Officer
  • Deputy Assistant Secretary - Technology, Information and Business Services 
  • Deputy Solicitor for General Law 

The Department of the Interior (DOI) is pleased to present its plan to implement the Office of Management and Budget (OMB) Common Baseline Controls for the Federal Information Technology Acquisition Reform Act (FITARA).
