OCS Meetings Speaking Guidelines

All meeting attendees are asked to sign in upon arrival. Persons who wish to speak during the morning session of the meeting are asked to fill out a Comment Card, which are available at the sign in desk. The cards will be collected at the end of the PowerPoint presentation and a selection will be chosen to be read during the morning session.

Persons who wish to speak during the afternoon session of the meeting are asked to fill out a Speaker Card, also available at the sign in desk. The order of those asked to speak during the afternoon session will be determined by the number on the card.

Every effort will be made to accommodate speaking requests during both the morning and afternoon sessions. Our goal is to obtain opinions from all sides of the discussion and to hear from as many different people and organizations as possible.

In order to accommodate the maximum number of persons wishing to speak during the public comment sessions, speakers will be limited to three minutes, with elected and tribal officials limited to five minutes.

Remember that speaking at the meeting is not the only opportunity to offer comment about the report or regarding OCS development. You are encouraged to submit your written comments or supporting documents at the meeting or:

• Submit them by September 21, 2009 electronically at www.MMS.gov, “Five Year Program,” “How to Comment,” or
