How do I compute the CSRS basic annuity?

2.5% x high-3 average salary, multiplied by 20 years; plus 

2% x high-3 average salary, multiplied by any additional year of creditable service exceeding 20 years

High-3 salary =

2.5% x $28,000 =

$700 x 20 years = $14,000
