Recruiting for Secondary Positions

Secondary positions require previous primary experience to gain first-hand knowledge of law enforcement/firefighting activities prior to performing managerial, technical, professional or semi-professional work within the applicable field.  This requirement was also established as a "recruitment and retention tool" as a bridge from a primary to secondary position to provide continuous service for special retirement eligibility after 20 years or more of covered service.

Previous primary firefighter (FF) experience is necessary to qualify for an appointment to a secondary LEO position.

Previous law enforcement officer (LEO) experience is necessary to qualify for an appointment to a secondary LEO position.

The primary experience can be gained in or outside the Federal government.

When recruiting for an approved secondary position, this MANDATORY REQUIREMENT (Selective Factor) of previous primary experience in the appropriate field, MUST be included under the qualification requirements in the vacancy announcement, for example:

This is a secondary law enforcement officer position under the law enforcement retirement system.  To meet the qualification requirements/selective factor of this position, applicants must possess prior experience investigating, apprehending or detaining criminals or criminal suspects.
