Special retirement is not just a retirement issue - it starts with position management. To define what is position management and what are the affects of position management on special retirement.

Impact of Position Management

When creating a new position description or using a standard PD, the supervisor should be aware of the following special retirement impacts:

PRIMARY POSITIONS SECONDARY POSITIONS

QUALIFICATIONS:

  • Maximum entry age (This will limit the applicant pool.)
  • COSTS associated with special retirement:
  • Maintenance of young and vigorous workforce
  • Mandatory Separation 
  • Greater opportunity to maintain efficiency.

+ higher costs

  • special rate for LE at grades GS-3-10,
  • higher retirement contributions for the agency
  • ½% for CSRS; 13% for FERS
  • higher retirement contributions for employee
  • ½% for both CSRS & FERS
  • higher costs for training, special equipment, physicals, etc.
QUALIFICATIONS:
  • Selective Factor 
  • Maintenance of Young and Vigorous workforce
  • Greater opportunity to maintain efficiency.

COSTS:

+ higher costs

  • special rate for LE at grades GS-3-10,
  • higher costs for training, special equipment, physicals, etc.

Same contributions as primary IF the incumbent is eligible for the retirement benefit. (See transfer requirements.)
