More Information: Employee Responsibilities TRACKING EMPLOYEE COVERAGE - CSRS AND FERS EMPLOYEE RESPONSIBILITIES: Upon receiving retirement coverage approval, the employee needs to maintain a current work history to keep current on accrued covered time for secondary transfer purposes and 20 year eligibility for retirement. Employee must have extra ½% retirement deductions. The length of service in primary coverage should be tracked on Work History Summary.
Employees under FERS have additional requirements that must be met to be eligible for secondary coverage. Employees who are under FERS must submit a written request for coverage within 6 months of their appointment. CSRS employees must submit a written request within 1 year. It is extremely important the employee be encouraged to understand the significance of filing a timely claim. Also, the employee should be advised that the burden of proof rests with them. When placing a covered employee in a non-covered position, the human resources office should obtain a signed "statement of understanding" and place on the right (permanent) side of the OPF, with a copy to the employee and a copy to the FLERT office.
