TRACKING EMPLOYEE COVERAGE - CSRS AND FERS

EMPLOYEE RESPONSIBILITIES: Upon receiving retirement coverage approval, the employee needs to maintain a current work history to keep current on accrued covered time for secondary transfer purposes and 20 year eligibility for retirement.

Employee must have extra ½% retirement deductions. The length of service in primary coverage should be tracked on Work History Summary.

  • Primary coverage: Employees should be under age 37, if they have a new appointment to a primary position. FERS employees must have 3 accumulated years of primary coverage before they are eligible for secondary coverage.  For explanation, click here
      
  • Secondary coverage: Employee is subject to extra ½% retirement deductions if requirements are met. To be eligible to continue coverage, employee must have a transfer from a primary position to a secondary position without a break in service.

Employees under FERS have additional requirements that must be met to be eligible for secondary coverage.

Employees who are under FERS must submit a written request for coverage within 6 months of their appointment. CSRS employees must submit a written request within 1 year. It is extremely important the employee be encouraged to understand the significance of filing a timely claim. Also, the employee should be advised that the burden of proof rests with them.

When placing a covered employee in a non-covered position, the human resources office should obtain a signed "statement of understanding" and place on the right (permanent) side of the OPF, with a copy to the employee and a copy to the FLERT office.
