FERS Transfer Requirement 

Conditions for Secondary Coverage

To be eligible for secondary coverage, an employee while covered under the retirement provisions (FERS) moves directly (without a break in service exceeding 3 days) from a rigorous position to a secondary position; and

  • Has completed 3 years (accumulated 36 months) of service in a rigorous position. A break in secondary coverage can occur with an involuntary separation (not for cause). However, one must reenter a covered firefighter or law enforcement officer position to reestablish coverage.
      
  • Is continuously employed in a secondary position since moving from a rigorous position, except for a break in employment in secondary positions that begins with an involuntary separation (not for cause) within the meaning of 5 USC 8414(b)(1)(A)
