National Recovery Framework Activation

The National Recovery Framework is the vehicle through which the Federal Government supports States, Tribes, Territories, and Local Governments in times of presidentially declared disasters. When a State, Tribal, or Territorial Government finds that their resources are overwhelmed when responding to an emergency, they can turn to the Federal Government and the Federal Emergency Management Agency (FEMA) for aid.

Below, you will find the Action Request Form, a document that must be completed and submitted by the requesting State Official in order to ask for Federal assistance from the Federal Government.

Action Request Form – The FF 90-136 form that is used to request Federal assistance following a disaster.

You will also find a flow chart that depicts what happens once FEMA receives an Action Request Form, and how it may eventually become a Mission Assignment for ESF #11 NCH.
