How to Use the Writing Contract IDIQ

This is a multiple IDIQ; therefore any task order must be competed among the four pre-qualified vendors listed below:

You can obtain a contract award for writing/editing services within only a few weeks simply by following these simple steps:

 

Competitive Process Steps

 

1. Ensure your agency, bureau, or office is a current client of GovWorks. If you are not a current client, see “Becoming a GovWorks Client.”

 

2. Complete a Statement of Work (SOW) that describes the services you need. Access a sample SOW here. You need only complete the highlighted portions of the document.

 

3. Complete an Independent Government Cost Estimate (IGCE). Access a sample IGCE with instructions here.

 

4. Complete a Reimbursable Services Agreement (RSA). You will need to pay for the services provided under this contract. Access a sample RSA here. You need only complete the highlighted and blank portions of the document.

 

5. Submit your completed SOW, IGCE, and signed RSA to the Contract Administrator:

7. GovWorks will review your SOW, IGCE, and RSA and provide work with you on any suggested refinements/clarifications. Once your documents have been finalized by GovWorks, the Contracting Officer will issue a Request for Proposal to the four pre-qualified vendors.

 

8. The four pre-qualified vendors will be given a specific date (usually within 20 working days) to submit a proposal against your SOW.

 

9. The Contracting Officer will provide you with copies of the proposals and ask you to review and select one that meets the government’s requirements in a cost-effective manner.

 

10. Once your selection is made, the Contracting Officer will notify the vendors regarding the status of their proposals and make the contract award to the vendor of the winning proposal.

 

11. You are then free to begin working with the vendor on your project.
