E-Government
E-Government
is one
of the
five key
elements
in the
President's
Management
Agenda
to improve
the management
and services
of the
Federal
government.
The goals
of the
E-Government
initiative
are to
use information
technology
to:
• Create
single
points
of
access
for
government
services
• Share information
more effectively
with other
agencies and with
State,
local, and Tribal
governments
• Reduce
reporting
requirements
• Automate
internal
processes to reduce
costs
Activity
Based Costing
(ABC)
PPP
works
closely
with
Interior's
Deputy
Assistant
Secretary
for
Budget
and
Finance
to
assist
Interior
bureaus
and
offices
in
implementing
activity
based
costing/management
(ABC/M).
ABC/M
is
a management
tool
that
will
help
DOI
better
understand
the
costs
of
conducting
business.
Management
Initiatives
Tracking
System
(MITS)
Interior's
Management
Inititatives
Tracking
System
(MITS)
is an interactive,
web-based
database
designed
to monitor
Interior-wide
bureau
and office
progress
toward
achieving
management
initiatives.
The first
version
of the
system
was developed
in 2002
as a means
to track
the Secretary's
Citizen-Centered
Governance
Plan actions.
These actions
reflected
Interior's
plans for
implementing
the President's
Management
Agenda
(PMA).
The system
was refined
and augmented
in 2003
with the
inclusion
of additional
features
and capabilities
designed
to the
Secretary's
Citizen
Centered
Governance
Plan, Interior's
Strategic
Human Capital
Management
Plan implementation
tasks and
Management
Initiatives
Team priorities
and tasks
have been
included
in the
system.
In
2003, a
new module
was added
to the
MITS that
allows
Interior
bureaus
and offices
to enter
and retrieve
data and
actions
related
to the
Program
Assessment
Rating
Tool (PART).
President's
Management
Agenda
PPP
coordinates
and
monitors
Interior’s
progress
toward
achieving
the President's
Management
Agenda
goals
for government-wide
reform.
In August
2001,
the Office
of Management
and Budget
(OMB)
released
the PMA,
a five-point
plan to
improve
Federal
management
and program
performance.
The PMA
targets
the government’s
most apparent
deficiencies
in core
management
capabilities
where
the opportunity
to improve
performance
is the
greatest,
and it
applies
to every
Department
and agency.
The five
elements
of the
PMA are:
• Strategic
Management
of Human
Capital
• Competitive
Sourcing
• Improved
Financial
Performance
• Expanded
Electronic
Government
• Budget
and Performance
Integration
Each
of these
shares
a goal
of enhancing
citizen-centered
governance
focused
on delivering
results
that matter
to the
American
public.
Program
Assessment
Rating
Tool (PART)
PART
is a
standardized
and
systematic
process
for
rating
program
performance
that
will
then
be used
to help
make
budget
decisions.
PART
can
also
help
establish
performance
criteria
for
good
government
management
and
will
be used
in annual
performance
plans
and
reports
required
by the
Government
Performance
and
Results
Act
(GPRA).
OMB
and
Interior
are
working
together
to review
20%
of DOI’s
programs
under
the
PART
process
each
year
until
all
programs
are
evaluated.
