Interior's
Management
Inititatives
Tracking System
(MITS)
is an interactive,
web-based database
designed to
monitor Interior-wide
bureau and
office progress
toward achieving
management
initiatives.
The first version
of the system
was developed
in 2002 as
a means to
track the Secretary's
Citizen-Centered
Governance
Plan actions.
These actions
reflected Interior's
plans for implementing
the President's
Management
Agenda (PMA).
The system
was refined
and augmented
in 2003 with
the inclusion
of additional
features and
capabilities
designed to
reduce paperwork
associated
with monitoring
these tasks.
In addition
to the Secretary's
Citizen Centered
Governance
Plan, Interior's
Strategic Human
Capital Management
Plan implementation
tasks and Management
Initiatives
Team priorities
and tasks have
been included
in the system.
In
2003, a
new module
was added
to the
MITS that
allows
Interior
bureaus
and offices
to enter
and retrieve
data and
actions
related
to the
Program
Assessment
Rating
Tool (PART).
The new,
interactive
module
enables
Interior
PART program
managers
to enter
their PART
data, as
required
by the
Office
of Management
and Budget
(OMB),
into a
web-enabled
system
that can
be exported
into specific
formats
including
Excel.
The web-enabled
system
offers
tremendous
potential
for saving
staff time
by eliminating
paper-based
forms and
challenges
associated
with the
iterative
nature
of static-based
applications
such as
Excel and
Word documents.
Using the
system,
Interior
managers
and executives
can retrieve
current
and past
versions
of a PART
assessment
at their
convenience
on-line.
The system
eliminates
many of
the requirements
for re-work
and manual
calculations
that are
often associated
with static
applications.
For example,
the PART
module
will automatically
calculate
PART question
weights,
scores,
and program
scores,
and will
recalculate
those numbers
if variables
change
with a
single
click from
the user.
It will
also generate
reports,
based on
user-specified
criteria,
at the
touch of
a button.
Interior
is convinced
that by
moving
to a web-enabled
database,
we can
eliminate
many time-consuming
tasks and
ultimately
save dollars
by optimizing
our resources.
At present,
the OMB
is considering
deploying
the Interior
PART module
for government-wide
use.
