Performance Resources



The following resources may be helpful to learn more about performance management, measurement, and metrics. The resources are organized in four categories: Government Sites; Non-Government Organization Sites; Academic Sites; and Commercial Sites. The Department of the Interior does not endorse any of the commercial sites, but is providing this information as a service to the viewers of the Office of Planning and Performance Management web page.

Government Sites

Citizen-Driven Government Performance - A manual designed to assist local government managers, elected officials and citizens in developing performance measurement systems. The manual explains the uses and values of performance measurement systems, how such a system operates, and a simple step-by-step process for developing a performance measurement system.

ExpectMore - The content on ExpectMore.gov is developed by the U.S. Office of Management and Budget and Federal agencies. This is a great site to see programmatic performance results across the Federal Government.

Federal Highway Administration Performance Measurement Exchange - This site allows people with common interests, goals or expertise to share their experiences and knowledge, collaborate on work, identify and exchange best practices and advance the state-of-the-art in their field. Our goal is to transfer knowledge within and throughout our organization to promote better decision-making, spark innovation, and improve the quality of service to our customers and partners. This site allows the contribution of thoughts and ideas in an open forum. Content found in the Group Discussions may not reflect the opinion or policy of the Federal Highway Administration.

GAO Glossary on Performance Measurement and Evaluation - This glossary describes and explains the relationship between two common types of systematic program assessments: performance measures and program evaluations.
 
National Performance Review Best Practices in Performance Measurement - A benchmarking study report on performance measurement best practices conducted by the National Performance Review, created by Vice President Al Gore to reinvent government.
 
Oak Ridge Associated Universities - The Performance-Based Management Special Interest Group is dedicated to Facilitating, Promoting, and Advancing Performance-Based Management in the United States Department of Energy. While the Performance-Based Special Interest Group is currently inactive, ORAU has published numerous books, handbooks, guidelines, and reports on performance management that are still quite useful.
 
Office of Management and Budget (OMB) - OMB's predominant mission is to assist the President in overseeing the preparation of the federal budget and to supervise its administration in Executive Branch agencies. In helping to formulate the President's spending plans, OMB evaluates the effectiveness of agency programs, policies, and procedures, assesses competing funding demands among agencies, and sets funding priorities. OMB ensures that agency reports, rules, testimony, and proposed legislation are consistent with the President's Budget and with Administration policies.

U.S. Government Official Web Portal - USA.gov is a great link for finding anything about the Federal Government, not just information on performance management.
 
U.S. House Committee on Oversight and Government Reform - Learn about the latest issues being discussed on government reform.
 
U.S. Senate Committee on Homeland Security and Government Affairs - The subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia provides the latest information about government performance issues.

Non-Government Organization Sites

Association of Government Accountants - AGA serves government accountability professionals by providing quality education, fostering professional development and certification, and supporting standards and research to advance government accountability. The website has an extensive section on Performance & Accountability.
 
College of Performance Management - The College of Performance Management is a knowledge-based component of the Project Management Institute, the premier professional organization for project management professionals. CPM was originally established as the Performance Management Association, but became the first college of PMI in 1999.
 
Government Results Center - The Center communicates information about various government management reform initiatives, better practices and lessons learned by agencies in improving their performance and results through strategic planning, performance measurement and planning, and top priority management issues (e.g., data verification/validation procedures and crosscutting programs) as stated by the U.S. Congress.
 
Governmental Accounting Standards Board (GASB) Service Efforts and Accomplishments (SEA) Project - The GASB has been studying the use of performance management, measurement, and reporting by governments almost since its creation in 1984 by the Financial Accounting Foundation (FAF). The GASB's focus with its Service Efforts and Accomplishments (SEA) project is only on one aspect of the performance management process—the external reporting of SEA performance information. The GASB is providing state and local governments with voluntary guidance that will assist them in effectively communicating SEA performance information to users. Such guidance will assist governments in their duty to be publicly accountable and in providing users with information to make informed economic, social and political decisions. In addition, the GASB is seeks to guide and educate the public about SEA reports.
 
National Performance Management Advisory Commission - The Performance Management Advisory Commission is a joint effort of 11 leading public interest associations to develop a comprehensive, conceptual framework for public sector performance management.
 
Public Performance Measurement & Reporting Network - The goal of the Public Performance Measurement and Reporting Network is to promote the use of valid, reliable data as a key element in improving the delivery of public services. In support of the Network, the National Center for Public Performance has implemented a series of initiatives: a comprehensive and continuously updated database of publications and cases; national conferences and workshops; publications of measurement-based books and articles; an Online Public Performance Measurement Certificate; and a monthly e-newsletter.
 
The Foundation for Performance Measurement - The foundation’s mission is to extend the scope of enterprise performance measurement beyond the conventional focus on internal, historic, financial, numeric and short-term information
 
The Government Performance Coalition - The Government Performance Coalition is a group of organizations committed to the improvement of government performance. The 2008 election cycle appeared poised to have a high level of dialogue on performance, budget, and management issues. In the upcoming year, it is the goal of the Government Performance Coalition to ensure a continued focus and attention to management and performance issues by the incoming Administration, to identify management issues that need new attention, and refine past efforts and highlight related governance policies that affect performance.
 
The Joint Commission Performance Measurement Initiatives - The Joint Commission is a recognized and award winning international leader with a long proven ability to identify, test and specify standardized performance measures. It engages in cutting edge performance measurement research and development activities, and has established successful, ongoing, collaborative relationships with key performance measurement entities. The Joint Commission presides over a growing, national, comparative performance measurement database that can inform internal health care organization quality improvement activities, external accountability, pay for performance programs and advance research.
 
The National Academy of Public Administration (NAPA) - NAPA is a non-profit, independent coalition of top public management and organizational leaders who tackle the nation’s most critical and complex challenges.  Within NAPA, The Performance Consortium is a forum for federal officials who lead strategic planning, performance management, financial management and budget and performance integration programs in the government. Thought leaders and experts from the Legislative branch and private sector also participate.
 
The Resource Center - The Resource Center, administered by ETR Associates, is the knowledge management training and technical assistance provider to the Corporation for National and Community Service. It has a wealth of information on performance measurement training and practices.

Academic Sites

Centre for Business Performance - Associated with the Cranfield University School of Management, the Centre for Business Performance specializes in the design, implementation, use and ongoing maintenance of performance measurement and management systems. Drawing on over fifteen years experience and applied research, they have created and tested a pallet of tools and techniques for use in organizations.
 
Mercatus Center at George Mason University - The Government Accountability Project of the Mercatus Center at George Mason University helps policy makers improve the public sector management process by bringing research and analysis to agencies to develop quality information about their effectiveness. Better information about the effectiveness of programs enables policy makers to make informed decisions about allocating resources to programs that provide the maximum benefits to the public.
 
National Center for Public Performance - The National Center for Public Performance (NCPP) at Rutgers University is a research and public service organization devoted to improving productivity in the public sector. Founded in 1972, the National Center serves as a vehicle for the study, dissemination and recognition of performance measurement initiatives in government.
 
Public Performance and Management Group - Affiliated with the Andrew Young School of Policy Studies at Georgia State University, the Public Performance & Management Group offers an array of resources and solutions to assist public administrators in strengthening strategic and operational performance.

Commercial Sites

Balanced Scorecard Institute - The Balanced Scorecard Institute, a Strategy Management Group company, provides training, certification and consulting services to commercial, government, and non-profit organizations in applying best practices in balanced scorecard (BSC), strategic performance management and measurement, and transformation and change management.
 
BetterManagement - BetterManagement provides articles, webcasts, and conferences addressing Performance Management, Financial Management, Business Intelligence, IT management, and other critical business management issues.
 
BNET - Provides a compendium of newsletters on management and strategy. The link takes you to 51 resources for government and performance management.
 
EPM Review - EPM Review is a portal for all your Enterprise Performance Management needs.
 
Free Management Library - The Library provides easy-to-access, clutter-free, comprehensive resources regarding the leadership and management of yourself, other individuals, groups and organizations. The link takes you to the section on performance management.
 
IBM Center for the Business of Government - The IBM Center for The Business of Government connects public management research with practice. Since 1998, they have helped public sector executives improve the effectiveness of government with practical ideas and original thinking. We sponsor independent research by top minds in academe and the non-profit sector, and they create opportunities for dialogue on a broad range of public management topics.
 
International Quality and Productivity Center - IQPC was born in 1989 and now has offices in major cities across six continents including: Berlin, Dubai, London, New York, Sao Paulo, Singapore, Stockholm, Sydney and Toronto. IQPC leverages a global research base of best practices to produce an unrivaled portfolio of problem-solving conferences.
 
Paul Niven - Paul Niven is a noted speaker and writer on the subjects of Strategy, the Balanced Scorecard, and Performance Management. He has delivered keynote addresses at conference events around the world and has published in a number of noted journals.
