Data Validation and Verification

The Department maintains a prescribed set of data validation and verification (V&V) standards on the performance data collected and submitted by the Department's bureaus and offices to report on the status and progress of the Strategic Plan performance measures.Interior's data V&V standards were developed in 2003 in consultation with the bureaus and offices and the Office of the Inspector General (OIG).

The Government Performance and Results Act (GPRA) requires all agencies to describe the means by which performance data will be validated and verified in annual performance plans.OMB Circular A-11 further clarifies that, "The means used should be sufficiently credible and specific to support the general accuracy and reliability of the performance information that is recorded, collected, and reported."

Each DOI bureau and office is responsible for ensuring that a data V&V process is in place and used effectively.While each bureau and office has discretion in establishing internal protocols for data V&V, the protocols must be based on the Interior standards.Data must serve their intended purposes and stand up to independent, objective external inspection, as well as to internal control reviews and audits.The Secretary of the Interior is required to certify performance data completeness and reliability annually to the Office of Management and Budget.
