Mission: The Office of Law Enforcement and Security (OLES) Security Division is the premier focal point for all Departmental security policy, liaison and compliance issues.

The Security Division responsibilities include the development and revision of Departmental Manual (DM) Chapters that implement policies, directives and guidance. The Security DM Chapters establish Departmental policy for the following areas: Identification Cards (310 DM 3), Aircraft and Aviation Facility (352 DM 10), Personnel Security and Suitability (441 DM all), National Industrial Security Program (443 DM all), and Physical Protection and Building Security (444 DM all). The Division also assures that Interior Bureaus and Offices are in compliance with these policies and directives.

Assistant Director Glenn F. Smith was appointed as the Assistant Director–Security with the Department of the Interior in 2003. In this capacity, he directs, promotes and coordinates security policy, liaison and compliance for the Department.

Assistant Director Smith began his Law Enforcement/Security career with the United States Secret Service in 1983 when he was assigned to the Washington Field Office. His subsequent assignments in the Secret Service included duty in the Counter Assault Team, the Presidential Protective Division, the Cleveland Field Office, the Emergency Preparedness/OPSEC Program, and at the James J. Rowley Training Center.

Mr. Smith is a native of Queens, New York. He attended the State University College at Brockport, New York, where he earned a bachelor's degree in science in 1978. In 1982, he earned a Master of Education degree from George Mason University in Fairfax, Virginia.

Division Activities

  • Developing security guidance documents interpreting and/or supplementing existing security policies and regulations.
  • Chairing the Department‘s Security Advisory Council consisting of representatives of all Bureaus and Offices.
  • Chairing the Department’s Personnel Security Group consisting of representatives of all Bureaus and Offices.
  • Designated as the Sector Specific Agency (SSA) for National Monument and Icons (NM&I) sector in accordance with Homeland Security Presidential Directive (HSPD) 7 and the National Infrastructure Protection Plan (NIPP).
  • Ensuring Departmental compliance with the security provisions in HSPD–3, HSPD–7, HSPD–12, HSPD–13 and HSPD-19.
  • Oversight of the security operations at the Main and South Interior Buildings.
  • Providing advice and guidance in all facets of security to all Departmental employees and contractors.
  • Representing the Department and maintaining liaison with various agencies (including the Department of Homeland Security Interagency Security Committee) to enable timely coordination sharing of security related information.
