Ms. Thorsen’s 25 year career began in 1981 as a U.S. Forest Service student volunteer wilderness ranger on the Sierra National Forest in California. While attending Humboldt State University in Arcata, CA, she worked as a seasonal employee in public information and fire prevention; she was then selected for a Cooperative Education position as a Law Enforcement Technician on the Rogue River National Forest. She continued in this program until permanently converting as a Criminal Investigator Trainee in 1989 with the Forest Service.

She spent the next 13 years with the U.S. Forest service as a Criminal Investigator. Ms. Thorsen worked as a field agent conducting investigations of timber theft, arson, illegal marijuana cultivation, archeological resource protection violations, and a variety of other resource investigations. She then ventured into management, attaining a staff position in Washington D.C. and ultimately becoming the Deputy Director for the Forest Service Law Enforcement and Investigations program.

In 2003, she accepted a position with the Department of the Interior as the Assistant Director, Law Enforcement Division, Office of Law Enforcement and Security. Under her leadership, the division was responsible for developing policy, managing Department-wide cross-cutting law enforcement issues, assisting bureaus in developing their programs, and supporting the Office of the Secretary.

She was asked to step in as the Director for the Office of Law Enforcement and Security in July 2006. This broadened her responsibilities beyond law enforcement to include homeland security, intelligence, and emergency management; she continued with all of these mission areas until February 2010.

Ms. Thorsen was asked to assume the Department’s Acting Deputy Assistant Secretary – Law Enforcement, Security, and Emergency Management (currently Public Safety, Resource Protection and Emergency Services - PRE) position in February 2010. This role further expanded her responsibilities for Departmental oversight of the law enforcement, security, emergency management, intelligence, wildland fire and aviation functions. In August 2010, she was appointed to the position permanently.

This current position enables Ms. Thorsen to provide leadership, management oversight, and inter/intra-departmental collaboration on a variety of issues to include drug enforcement; border coordination (law enforcement and environmental); internal affairs; training; critical infrastructure protection; information sharing; mission critical technology such as radio interoperability and incident reporting/tracking; all-hazards emergency preparedness, response and recovery; Continuity of Operations and of Government; and planning and response to wildland fire incidents as well as aviation management.

She holds a Bachelor of Science degree in Forestry with an emphasis in Natural Resource Management, a minor degree in Criminal Justice and is a graduate of the Harvard JFK School of Government – Senior Executive Fellows Program.
