Part 300-1 Implementing Instructions



APPLICABILITY

300-1.1 - Are the requirements stated in the Federal Travel Regulation and  347 DM DOI FTR Implementing Instructions applicable to all employees and entities of the Department of the Interior?
Yes, all employees of the Department are covered by the Federal Travel Regulation and 347 DM DOI FTR Implementing Instructions.  The Office of the Inspector General has authority to issue their own travel regulations; however, they have elected to follow the Department's guidance.

300-1.2 - Are the requirements stated in the Federal Travel Regulation and 347 DM DOI FTR Implementing Instructions applicable to contractors of the Department of the Interior?
Contractors are not covered unless the specific contract references the Federal travel Regulation and 347 DM DOI FTR Implementing Instructions and makes them a requirement of the contract.

300-1.3 - Are the requirements stated in the Federal Travel Regulation and 347 DM DOI FTR Implementing Instructions applicable to Tribal Government employees whose travel is funded by federal grants?
Tribal Government employees must meet the requirements of the specific grant.  If the Tribal agreement requires compliance, then the employees must comply.

300-1.4 - Are employees of a nonprofit organization performing work for the Department covered by 347 DM DOI FTR Implementing Instructions?
Employees of nonprofit organizations performing work for the Department are not covered unless the employee meets the requirements to be considered a Government employee.

300-1.5 - Will the Department provide contractor employees performing Departmental work for a contractor a travel authorization and pay their travel vouchers?
No, the Department does not have authority to issue travel authorizations to contractors or contractor employees.  The contractor must pay the employee and be reimbursed through the contract process.

300-1.6 - When does a bureau/office have the same authority to approve or disapprove travel entitlements as an agency?
When that specific authority has been delegated to the Program Assistant Secretary in 205 DM 15 and  subsequently delegated  to the bureau/ office by the Program Assistant Secretary.
