Jaime Rullan

Jaime Rullan has over 20 years of Federal Financial Management experience. He currently serves as the Associate Chief Financial Officer/Deputy Director of Financial Operations, where he oversees Financial Systems and Data Analytics, Financial Statements, and Departmental Offices Finance Divisions.  Prior to his role as Associate Chief Financial Officer/Deputy Director of Financial Operations at Department of the Interior, served as the Deputy Chief Financial Officer in the Office of Capital Access at the Department of the Treasury. In this role, he is responsible for Financial Reporting, Internal Controls, Accounting Operations, Budget Formulation, and Budget Execution. Office of Capital Access was established in 2021 to ensure a successful economic recovery after the Corona Virus Disease 2019 Pandemic. His biggest accomplishment is standing up and institutionalizing the areas under his purview by properly staffing each function and developing policies and procedures that allow for effective and efficient operations.

Previously, Jaime served at First Net in the Department of Commerce where he was the Senior Manager for Accounting and Budget. In this role, he worked to implement key improvements to the budget system and develop efficiencies in compiling management reports.

Prior to First Net, Jaime served in Indian Affairs at the Department of the Interior for 18 years. Here he held various roles throughout the years. In his most recent role as the Deputy Chief Financial Officer, he was responsible for the Bureau’s Financial Reporting, Accounting Operations, Financial Systems, Internal Controls, and Procurement. Jaime started his government career at Indian Affairs in 2003 as part of the Financial Management Intern Program and progressively accepted additional responsibilities.

Jaime is a Certified Public Accountant and a Certified Government Financial Manager. He holds a Masters Degree in Accounting and a Bachelors in Business Administration. Jaime currently lives in Virginia with his wife and daughter but grew up in Puerto Rico where he enjoyed going to the beach and sitting under palm trees as well as hiking the mountains regularly.
