Subject: 	Financial Management Service (FMS) Quarterly Scorecard

Beginning with the quarter ending June 30, 2004, FMS is producing a Quarterly 
Scorecard to reflect compliance with FMS reporting requirements.

The Quarterly Scorecard uses a traffic light grading system (red, yellow and green) 
on the following three standards of financial management.

Ø	Accuracy of Monthly FMS 224, SF1218/1221, and FMS 1219/1220
Ø	Timeliness of Monthly FMS 224, SF1218/1221, and FMS 1219/1220
Ø	Reporting on Cash and Investments Held Outside (CIHO) of the Treasury

Attached is the Department’s scorecard for the quarter ending June 30, 2004, showing 
the three performance indicators, performance criteria for the grading system and 
the scores received.

For the sake of timeliness, accuracy, and reliability of monthly reporting,  FMS has 
developed an Account Statement to facilitate a daily reconciliation of agencies’ 
Fund Balance with Treasury (FBWT).  The Account Statement is an online query based 
application that is updated daily to provide agencies with a central location for 
retrieving its FBWT information.
