Intra-Agency Committees

  • DOI Sustainability Council is the governing body of the Department level environmental management system (EMS). It serves as the forum to address Executive Order 13514 implementation challenges as they emerge. The solutions to challenges will be vetted through the Council’s technical work groups and if not solved, the challenges will be evaluated further to be addressed by the Council.
  • Departmental Energy Conservation Committee (DECC)
    Chaired by the Office of Acquisition and Property Management and consists of bureau representatives, it serves as a conduit for information to the bureaus and makes policy recommendations on current and planned DOI-wide and Government-wide activities and a feedback loop from the bureaus on facility management energy initiatives to implement related legislation and executive orders.
  • Fleet Managers Working Group
    Chaired by the Office of Acquisition and Property Management and comprised of representatives from each bureau with primary responsibility for fleet management or vehicle energy management within their respective bureau. The Working Group serves as a conduit for information to the bureaus, makes policy recommendations on current and planned DOI-wide and Government-wide alternative fueled vehicle (AFV) initiatives and programs.

Interagency Committees with Interior Representation

  • Federal Interagency Energy Management Task Force was created by the Federal Energy Management Improvement Act of 1988 to coordinate Federal Government activities in promoting energy conservation and energy efficiency and in informing outside entities of the Federal Government's experience in energy conservation. Composed of Federal energy managers, the Task Force provides analysis and recommendations surrounding technical issues and the implementation of Federal energy management activities. The Task Force establishes working groups to resolve specific technical or programmatic issues and to develop new initiatives. It also serves as a forum for sharing lessons learned across Federal agencies.

  • Interagency Committee on Alternative Fuels and Low Emission Vehicles (INTERFUEL) was organized in 1991 by Federal employees working to implement provisions of the Clean Air Act Amendments (CAAA) and planning for the Energy Policy Act (EPAct) of 1992. Today, INTERFUEL remains committed to ensuring that Federal fleets comply with amended CAAA and EPAct laws and regulations. In addition, members are involved with issues affecting Federal fleet policy, funding, and vehicle operations. Members consist of more than 200 Federal employees and direct support contractors involved in alternative fuels, alternative-fuel vehicles, low-emission vehicles, and mandated fuel use reductions applicable to Federal fleets.

  • Energy Efficient Products/Procurement Work Group. Established and chaired by the Department of Energy, the interagency group promotes the Government-wide acquisition of energy efficient products and encourages water conservation at Federal facilities.

  • Renewable Energy Working Group promotes the use of renewable energy and identifies innovative ways to procure renewable energy products. Chaired by the Department of Energy and the National Energy Renewable Laboratory and comprised of energy coordinators from several agencies and industry representatives.

  • Interagency Sustainability Working Group is the coordinating body for sustainability of the built environment in the Federal sector. The ISWG was formed by Executive Order in 2001. It is one of seven work groups that report directly to the Executive Order 13423 Steering Committee. The ISWG is charged to:

    • Serve as a forum for information exchange and promote agency implementation of goals for high performance and sustainable building.
    • Develop policy and reporting guidance that fosters the widespread adoption of sustainable design and operations in the Federal sector.
    • Develop technical guidance and tools to support implementation of agency sustainability policies for Federally-owned, operated, and leased buildings.

  • Federal Operations and Maintenance Working Group helps Federal agencies integrate operations and maintenance (O&M) best practices to ensure optimum energy efficiency and life-cycle cost effectiveness within Federal programs. Specifically, the O&M Working Group serves to:

    • Educate Federal energy managers on O&M best practices
    • Document the benefits of O&M in meeting Federal mandates
    • Develop outreach materials
    • Measure and verify successes and prove real value
    • Communicate the business case for O&M investments


  • Federal Water Working Group was formed by the Interagency Energy Management Task Force (IATF) to help Federal agencies meet Federal water reduction requirements.
