In accordance with the Department of the Interior Contracting Officers Warrant Manual (DIAPR 1997-4) Section III G and as authorized by Department of the Interior Acquisition Policy Release 1999-9, you are hereby delegated ordering officer authority to place orders, without a dollar value ceiling, for (bureau name/names) under GSA contract 00T99NRD2002 with MCIW for telecommunications services.

Departmental policy requires that satisfactory completion of MCIW's Designated Agency Representative (DAR) training be documented prior to issuing this delegation. We are confirming that you have presented documentation meeting this requirement and a copy will be filed with the official record of this delegation.

In exercising your ordering authority, you are authorized to place the types of orders indicated below:

( ) Placement of orders stipulating centralized GSA billing via the On-Line Payment and Collection System
(OPAC).

( ) Placement of orders stipulating direct billing.

Placement of orders for the following services:

( ) Toll Free Service
( ) 900 Service

( ) Internet Protocol Access
( ) Frame Relay Service
( ) Asynchronous Transfer Mode Service

( ) All of the Above Services


As an authorized DOI ordering officer under the GSA MCIW contract, you must comply with requirements for placing telecommunications services orders under the FTS2001 contract.

The Office of Information Resources Management (PIR) will notify MCIW that you have been added to DOI's list of authorized ordering officers.

This delegation shall expire upon: expiration of the GSA MCIW contract, your departure from the position in this bureau that carries with it FTS-2001 ordering officer duties, or by written notice from the Bureau Procurement Chief, whichever occures first.
