SUBJECT: Reporting Competition in the Federal Procurement Data System for Task/ Delivery Orders and BPA Calls.

b. If a Task/Delivery Order is awarded against a multiple award indefinite delivery vehicle (IDV) and fair opportunity was given, users should select competed delivery order under the Extent Competed field. If fair opportunity was not given, select the non-competed delivery order option.
c. If a BPA Call is awarded using FAR Part 13 procedures users should select the appropriate competition type (Full and Open, Full and Open after Exclusion of Sources, Completed under SAT).
d. If a Task/Delivery Order is awarded against a single award IDV and the IDV was awarded under full and open competition, select competed delivery order under the Extent Competed field. If a Task/Delivery Order was awarded against a single award IDV that was not awarded competitively, then the non-competed delivery order option should be selected.
e. A BPA against a Federal Supply Schedule (FSS) should be coded based on whether more than one FSS was reviewed prior to award. If more than one FSS contract was reviewed prior to award, “fair notice” is considered to have been given and the BPA should be coded as full and open competition. If only one FSS was reviewed, then the BPA was not competed.
f. A BPA Call against a BPA referencing a FSS when more than one FSS was considered prior to award of the BPA should be entered in FPDS as a full and open competition.
