Request for Proposal (RFP Number OCM-01-01)

The Office of Compact Management seeks the services of a consultant to develop and refine performance information/data and to provide capacity building in performance reporting and management.

The consultant should have a general understanding of the Compact of Free Association, as amended, governmental operations as well as experience working with public sector agencies. The consultant should also have a background or expertise in areas such as strategic planning, organizational development, process reengineering, performance-based budgeting, and performance reporting.

The two critical components of this project are the development and refinement of performance indicators and capacity building for performance planning and budgeting.

The proposal needs to contain sufficient detail about the development of performance indicators and capacity building approach to enable OCM staff to evaluate the approaches recommended in each proposal.

However, the project planning phase is intended to allow for some reworking and flexibility in the proposed performance planning and capacity building.
