SEC. 2001. INTERVENTION ON THE HIGH SEAS ACT.
Section 17 of the Intervention on the High Seas Act (33 U.S.C
1486) is amended to read as follows:
"SEC. 17. The Oil Spill Liability Trust Fund shall be available
to the Secretary for actions taken under sections 5 and 7 of this
Act.".
SEC. 2002. FEDERAL WATER POLLUTION CONTROL ACT.
(a) APPLICATION.,Subsections (f), (g), (h), and (i) of section
311 of the Federal Water Pollution Control Act (33 U.S.C. 1321)
shall not apply with respect to any incident for which liability
is established under section 1002 of this Act.
(b) CONFORMING AMENDMENTS.,Section 311 of the Federal Water Pollution
Control Act (33 U.S.C. 1321) is amended as follows:
(1) Subsection (i) is amended by striking "(1)" after
"(i)" and by striking paragraphs (2) and (3).
(2) Subsection (k) is repealed. Any amounts remaining in the revolving
fund established under that subsection shall be deposited in the
Fund. The Fund shall assume all liability incurred by the revolving
fund established under that subsection.
(3) Subsection (1) is amended by striking the second sentence.
(4) Subsection (p) is repealed.
(5) The following is added at the end thereof:
"(s) The Oil Spill Liability Trust Fund established under
section 9509 of the Internal Revenue Code of 1986 (26 U.S.C. 9509)
shall be available to carry out subsections (b), (c), (d), (j),
and (l) as those subsections apply to discharges, and substantial
threats of discharges, of oil. Any amounts received by the United
States under this section shall be deposited in the Oil Spill
Liability Trust Fund.".
