The official text is available at the FR website at "http://www.access.gpo.gov/nara/". Using the "Search the Federal Register for related documents (current and/or historical data)" feature, check the boxes for "2000 FR", & "Final Rules", insert "Issue Date", "on", and "02/08/2000", and insert "Natural Resource" in the "Search Terms:" box.
