Frank has served as DOI’s Deputy CIO and Director, IT Shared Services, since June 2012. Recruited for his extensive background in managing large-scale government business enterprises, Frank is charged with establishing and managing DOI’s first enterprise IT Shared Services organization, responsible for providing high quality, efficient and transparent enterprise IT services to customers across the Department. These services are being implemented iteratively, and include delivering enterprise IT and protecting the Agency’s information. Successes to date unifying 14 email systems into 1 system, awarding a department-wide cloud hosting contract, overseeing a nationwide data center consolidation program, and enhancing information security to protect sensitive data.
From January 2005-June 2012, Frank served in various senior executive leadership positions within the Office of Personnel Management’s (OPM) reimbursable service environment. Initially charged with providing executive leadership and direction for a little-known, struggling fee-for-service Federal business within OPM’s Revolving Fund, he reinvented the organization through scrupulous strategic and business planning, rigorous program assessment and evaluation (with emphasis on balance scorecard perspectives of customer, finance, internal processes, and learning & growth), creative business development initiatives, and servant leadership. He transformed the fund from an unsustainable operating position with $130m in revenue and a $5.2m operating loss in FY05 to a financially solvent and viable enterprise with sizeable annual increases in revenue since FY06. When he left OPM, he was directly responsible and accountable for $900m in annual revenue and a network of nearly 2,000 employees and contractors who delivered assessment, staffing, testing, human resources consulting, human resources information technology, and training and leadership development products/services.
Frank served as Deputy Human Resources Chief for the Defense Intelligence Agency (DIA), from June 2001-January 2005. Prior to that, he provided subject matter expertise, analysis, and leadership in progressively more responsible DIA intelligence officer positions, from 1986-2001. A Transportation Corps officer in the U.S. Army Reserves from May 1987-December 2000, Frank was mobilized twice: Operation UPHOLD DEMOCRACY (September 1994-November 1994) and Operation DESERT SHIELD/STORM (September 1990-August 1991), Military Ocean Terminal, Sunny Point, NC.
Frank holds a BA in International Studies/Latin American Studies from George Mason University, an MPA with concentrations in International Administration and HR management from American University, and an MS in National Security Studies from the National War College.
