Software Licensing Agreements

The Department of Interior has competitively negotiated enterprise contracts with software providers to take advantage of our potential for volume discounts. These are the contracts that were awarded:

Oracle
Symantec
Microsoft

On August 11, 2006, DOI finalized the IDIQ portion of the award, thereby allowing DOI customers to acquire various Oracle products and services on an "as-needed" basis at reduced costs throughout the duration of the contract. The maintenance support portion of the renewal for existing Oracle licenses owned by DOI will continue to be handled through Oracle Direct.

As of October 1, 2006, DOI completed the Symantec Enterprise Agreement (SEA) renewal. The SEA consists of maintenance support for the existing licenses on all platforms of the Symantec Anti-Virus Enterprise Edition (SAVEE) software that DOI already owns as part of the initial contract.

On June 19, 2009, the Microsoft Enterprise Agreement (MEA) was awarded to Dell Marketing. The agreement includes special pricing for the enterprise desktops, servers, and other optional products, including Microsoft Project, Visio, SharePoint server, etc.

Adobe

The U.S. Department of the Interior (DOI) has a Contractual License Program (CLP) agreement with Adobe, Incorporated through July 2009. This agreement is under the Adobe Open Options 4.5 volume licensing Government program. The CLP provides Adobe Software Procurement and Upgrades.

On October 1, 2008 a third consecutive multi-year Blanket Purchase Agreement (BPA) was awarded to ESRI with SmartBUY terms from 2004 included. The BPA contains enterprise licensing terms giving DOI unlimited access to non-royalty ESRI GIS software products, and discounts on royalty based ESRI GIS software products, documentation, training, and services.

A Blanket Purchase Agreement (BPA) for the purchase of ActivClietn smart card middleware by all DOI Agencies has been awarded and is effective as of September 15, 2008.

Bureaus and Offices will use their own procurement process to purchase middleware licenses.

Smart Card Readers may be Procured via the Enterprise Hardware Commodities Contract.
