Why We Test

Testing is performed for each hardware product submitted for inclusion on the contract to verify the hardware product meets the minimum contract specifications.  Testing for inclusion on the contract may include technical tests, functional tests and performance tests dependent on what is identified in the contract specifications. 

In addition to meeting the minimum technical specifications, each product has available options which the vendor may provide in any manner or form which meets the contract specifications.  These available options although meeting the technical requirements on paper, when tested may not necessarily perform as expected in an operational environment.  This does not necessarily exclude the hardware from the contract, however it does provide the purchaser with necessary information on the available options and any limitations or use/configuration requirements when purchasing it.

Vendors may also include additional products not specified in the contract such as enterprise management software normally offered with the product to the commercial market (at no additional cost).  Testing of additional products identifies any issues, requirements for configuration, use, maintenance, training or even unidentified costs required for implementation.  In some instances, do to many of the regulatory issues the federal government is faced with, testing will determine if the product will function as advertised, or if the product cannot be used.

As these contracts are endorsed by the Bureaus, testing is the only method in which to maintain a certain level of reliability. 

Methodology

Hardware technical requirements are tested through the use of SANDRA. Performance requirements (if any) are tested using standard test plans for GIS and Desktop applications Testing of additional products is performed as exploratory testing normally with support from the vendor.
