WHEN I LOOK AT OUR AGING INFORMATION TECHNOLOGY, I LOOK AT THE RATES OF INVESTMENT THAT WE DO. I LOOK AT MANY DIFFERENT FACETS OF WHERE WE ARE, AND I REFLECT ON WHEN I GO HOME AND THINGS THAT I'M DOING WITH MY TABLET OR MY DEVICE, AND THEN COMING HERE AND I'M UNABLE TO DO QUITE A FEW OF THOSE THINGS. AND I LOOK AT, THERE'S THIS LITTLE DISJOINT BETWEEN THE SERVICES THAT WE'RE ABLE TO PROVIDE AND SOME OF THE THINGS THAT WE GET AT HOME, AND WE SEE VERY RELIABLY. WHEN WE LOOKED AT THE TECHNOLOGY, WE VISITED LAST YEAR, ANDREW AND I, WE WENT -- WE SPLIT DIRECTIONS, SOMETIMES WE CAME TOGETHER, SOMETIMES WE WENT APART. BUT WE VISITED OVER 35 STATES, TALKED TO ABOUT 1,600 EMPLOYEES WITHIN THE DEPARTMENT OF THE INTERIOR. SOME OF THEM WERE IN LARGE LOCATIONS. SOME OF THEM WERE IN FAIRLY REMOTE LOCATIONS. SOME OF THEM WERE IN MEDIUM-SIZED LOCATION. THERE WAS ABOUT 18 STATES THAT WE VISITED. WE WEREN'T ABLE TO COVER THE COMPLETE AMERICAN LANDSCAPE, BUT HOPEFULLY WE GOT SOME REPRESENTATION OF WHAT THE MISSION DRIVERS AND THE CHALLENGES AND ALL THAT THAT WE ALL FACE. ARISING OUT OF THOSE CHALLENGES, WE KIND OF -- ACTUALLY, WE LITERALLY HEARD THOUSANDS OF COMMENTS. AND YOU KNOW I.T. FOLKS, WE ALWAYS LIKE TO PUT THINGS INTO THE CATEGORIES AND BOXES. BUT ROUGHLY SPEAKING, WE PUT THOSE INTO ABOUT FIVE DIFFERENT CHALLENGES THAT WE HEARD FROM THE FIELD ABOUT WHAT IS CONFRONTING US. AND ONE OF THE CHALLENGES, AND THERE'S NOT REALLY A RANK ORDER OF CHALLENGES THAT WE ARE SEEING, BUT ONE WAS THE INABILITY TO ACCESS EASILY INFORMATION AND SYSTEMS. AND THIS IS A LOT OF HAS TO DO WITH THE EXTREME DISTRIBUTED NATURE OF OUR ORGANIZATION, ORGANIZATIONS. BUT IT IS WHERE PEOPLE AREN'T REALLY ABLE TO GET INFORMATION ANYWHERE, ANY TIME, AT ANY MOMENT. ANOTHER CHALLENGE THAT WE NOTICED FROM THE FIELD, LISTENING TO YOU ALL, WAS ABOUT RESTRICTIONS ON USING MODERN DEVICES. IT SEEMED EVERY TIME SOMEONE WOULD BRING IN, I'M NOT -- I'M PRODUCT AGNOSTIC, BUT I'LL USE THESE AS EXAMPLES, ANY TIME WE'D BRING SOMETHING LIKE AN IPHONE OR AN IPAD OR SOME TYPE OF ANDROID OR SOMETHING LIKE THAT AND YOU TRY TO USE SOME OF THESE DEVICES, YOU'D EITHER HAVE FIREWALLS BLOCKING THE PORTS OR YOU'D HAVE SOMETHING SAYING NO, IT'S PROHIBITED, WE CAN'T BE USING THESE TECHNOLOGIES AND YOU'D SEE MANY PEOPLE IN THE WORK SPACE WOULD BE MULTI-ARMED WITH A DEVICE HERE AND A DEVICE HERE AND SOMETHING IN THEIR BACK POCKET. AND THEY HAVE A TABLET AND A DESK TOP. AND IT'S A LITTLE -- IT'S, NOT ONLY DOES IT LOOK A LITTLE UNSEEMLY, IT ALSO TENDS TO ADD NEWSPAPER TERMS OF COST AND HOW MUCH WE'RE TRYING TO PROVIDE FOR. WE ALSO NOTED IN THERE WHILE WE HAVE LITERALLY DOZENS AND DOZENS OF HELP DESK TYPES OF SUPPORT, IT WAS A VERY -- THERE WAS DIFFICULTY IN GETTING HELP WHEN AND WHERE IT WAS NEEDED OR TO HAVE AN ASSURANCE THAT IF SOMEONE CALLED FOR A PARTICULAR PROBLEM OR RESOLUTION, WHEN THERE WOULD BE AN ADDRESSING OF THE ISSUES AND THE LIKE. AND THEN WE LOOKED AT THE DEPARTMENT OF THE INTERIOR, IT'S REALLY FUNDAMENTALLY, I MEAN, WE ARE -- WE ARE AMERICA'S DEPARTMENT IN MANY WAYS. AND WE HAVE MANY INTERACTIONS WITH MANY PARTNERS. WE ARE A RESOURCE MANAGEMENT AGENCY. AND THE RESOURCES ARE ALL PREDICATED UPON LOCAL -- THEY'RE ALL PREDICATED ON LOCAL ENTITIES. AND IT'S REALLY THE MISSIONS WHERE THE DEPARTMENTS AT HAS STRONG RELATIONSHIPS WITH N.G.O.'S, STATE AND LOCAL ENTITIES AND THERE'S ALWAYS THIS CONSTANT NEED FOR PEOPLE TO EXCHANGE AND INTERACT WITH ONE ANOTHER. YOU'VE PROBABLY SEEN LATELY WITH THE ADVENT OF SOME OF THE SOCIAL MEDIA LIKE THE FACEBOOKS AND THE LIKE, WE'RE OPENING UP CHANNELS FOR PEOPLE TO DO INTERACTIONS AND WE RELY ON A LOT OF OUR PARTNERS FOR PROTECTING ONE OF OUR PARTICULAR RESOURCES IN A PARTICULAR LOCATION. I LOOK AT THE ASSOCIATIONS ASSOCIATED AROUND THE NATIONAL PARK SERVICE OR WITHIN THE FISH AND WILDLIFE, THERE ARE LOCAL STRONG ENTITIES. BUT WE DON'T REALLY HAVE GOOD COMMUNICATIONS ALWAYS UNDERWAY ABOUT INFORMATION THAT WE COLLECT OR DATA THAT WE COLLECT TO SHARE WITH OTHERS WITHIN THE AMERICAN LANDSCAPE. NOR DO WE ALWAYS HAVE GOOD COMMUNICATION THAT INTERCHANGES WITH OUR PARTNERS AT THE OTHER GOVERNMENT ENTITY LEVELS. AND THEN I WAS HEARING OF OUR SECURITY POLICIES JUST MAKE IT SO HARD FOR EMPLOYEES TO WORK EFFECTIVELY. YOU KNOW, I'M VERY SYMPATHETIC TO THE I.T. SECURITY PROFESSIONALS. THEY ARE NOT THE JUST SAY NO CROWD. THEY ARE JUST -- THEY ARE REALLY CONFRONTING TREMENDOUS, TREMENDOUS CHALLENGES, TREMENDOUS ATTACKS UPON OUR NETWORK. I DO KNOW, I LOOK AT ALL OF THE TROUBLE TICKETS EVERY DAY. OF WHAT COMES IN AND IS REPORTED TO THE ATTACK -- TO THE DEPARTMENT. SO IT RANGES FROM THINGS LIKE, MAYBE WE'RE NOT TOO ATTENTIVE TO IDENTIFIABLE INFORMATION N IN PROPAGATING SOCIAL SECURITY NUMBERS OUT TO OPEN TEXT AND OPEN TEXT ENVIRONMENTS. WE DON'T MAYBE HAVE A SUFFICIENT PATCHUP DATES, SO WE GET A LOT OF INFECTIONS, BOT NETS AND THE LIKE. BUT IT'S A VERY HERCULEAN TASK WITH OUR I.T. PROFESSIONALS THAT THEY'RE WORKING ON THERE, AND WE NEED, WHAT WE DO HEAR FROM THE USERS IN THE FIELD THAT SOMETIMES WE'RE A LITTLE TOO DRACONIAN ON RESTRICTIONS THAT WE MAKE. ONE OF THE THINGS THAT I LOOK AT IS WELL, WE NEED TO ASSURE THAT WE'RE PROTECTING OUR INFORMATION. WE NEED TO ASSURE THAT WE'RE PROTECTING PEOPLE'S PRIVACY, BUT THEN HOW CAN WE BE OPEN ABOUT IT? SO WE'VE BEEN TAKING A FUNDAMENTALLY DIFFERENT LOOK AT THE APPROACH ON THAT. WHAT IS THE TRANSFORMATION? TRANSFORMATION, THERE WAS A SECRETARYAL ORDER THAT WAS SIGNED AND DECEMBER 2010, AND IN 2010, IT BASICALLY STATED, IT WAS A SHORT LITTLE DOCUMENT, BUT BASICALLY IT STATED THAT THERE WILL BE ONE C.I.O. WITHIN THE DEPARTMENT OF THE INTERIOR.
