Interior Completes Deployment of its Financial and Business Management System

Bureau of Reclamation Joins Rest of Department in Integrated Business Environment

WASHINGTON, D.C. – The Department of the Interior announced today completion of its multi-year project to replace and integrate the outdated acquisition, financial, and management systems of the department and its bureaus. With deployment of the Financial and Business Management System (FBMS) to the Bureau of Reclamation, all of the Department's business operations are now utilizing this cutting-edge enterprise management system.

“Interior is proud to be at the forefront of Federal agencies modernizing their financial and business management. The completion of deployments allows us to increase efficiency and make government work better and smarter,” Assistant Secretary for Policy, Management and Budget Rhea Suh said.

Reclamation joins the other Interior bureaus and offices using FBMS including the Bureaus of Indian Affairs and Indian Education, the National Park Service, Departmental Offices, the U.S. Fish and Wildlife Service, the U.S. Geological Survey, the Bureau of Land Management, the Office of Surface Mining, the Bureau of Ocean Energy Management, and the Bureau of Safety and Environmental Enforcement.

The system creates a modern business environment by delivering integrated core financials, budget execution, acquisition, personal property, fleet management, real property, travel, financial assistance, and enterprise management information and reporting.

“The improvements brought to Interior through this project have advanced our ability to support mission initiatives and improve accountability and transparency,” Suh noted. “We have used the project to further business objectives and we look forward to leveraging our investments by optimizing the use of this powerful system.”

Full deployment marks successful conception and deployment of an enterprise-wide business management solution for the entire department. Employees are able to more rapidly access information, reduce duplicative data entry, manage end-to-end transaction processing, and support transparency of financial transactions, contracts and grants.

With each bureau deployment, the Department secured a clean audit opinion and significantly improved internal controls, transparency, information technology security, and functionality. This latest deployment included the release of a modern financial consolidation and reporting solution, improvements related to purchase requisitions and property disposition; enhancements to ensure federal systems compliance, and integration with a new travel solution.

The FBMS has led to improved business operations. In the process of implementing the new system, the Department identified 82 legacy systems for decommissioning. With each deployment, Interior has enhanced the capabilities of FBMS and improved business processes in information management security and internal controls; transparency; cost information, tracking and auditing capabilities; reporting capabilities; data integrity and retiring aging and unsupported legacy systems.
