“There will be times when we will have lands off-limits to energy development that adversely impacts that specific area.  In some cases we’ll force the companies, ah we call it no surface occupancy if they can drill say with directional drilling say from a distance far away and they can go in directionally underneath that area and still pull out the resource, that would be an acceptable alternative that would help us mitigate the adverse impacts.”
